Mr. Saenz has a diversified experience that dates back to early 2000 after he completed a three (3) year service with the United States Army. After his service, Mr. Saenz worked in the residential construction industry and held an internship with a public infrastructure design/construction firm.  To date, Mr. Saenz’s experience includes approximately eight (8) years in land development infrastructure design, project management, and construction management and approximately five (5) years in large diameter water line pressure pipe & midstream pipeline design, project management, and construction management.

After serving in the United States Navy, Mr. Shelburne immediately began his engineering career designing Mechanical/Electrical/Plumbing systems. In 1999, Mr. Shelburne took a position in a local engineering firm providing site development services to commercial real estate developers. Since then, he has developed an extensive amount of experience in site planning, water distribution systems, wastewater collection systems, storm water mitigation, paving & drainage, and construction management. Mr. Shelburne graduated with Bachelors of Science in Civil Engineering from the University of Houston and has been licensed as a professional engineer since 2008. Most recently in 2013, Mr. Shelburne drew upon his pressure piping design knowledge and began to apply it to oil and gas pipeline encroachment engineering. Since then, Mr. Shelburne has reviewed and analyzed hundreds of pipeline encroachments, provided project management services to pipeline mitigation projects, and provided expert testimony for midstream pipeline clients.
